They very nearly did on several occasions, if nothing else we have to thank Kennedy from stopping that megalomaniac Curtis Le May from bombing nuclear sites in Cuba. If that had happened then I very much doubt we would even be having this conversation now.

For instance Diego Garcia was handed over to the US by Wilson government in the 1960s, they even evicted all the populace first and prevented them from coming back. The Japanese aren't very happy with the bases on Okinawa and many other countries have bases as they then get access to US aid and patronage. By the way, that's not always a bad thing but you cannot classify it as a deal between equals.

7) It was the BRITISH that negotiated the payments to the families that were removed by the BRITISH.

In this particular case, they were joint partners in crime. The islanders were forcibly ejected to make way for the airbase, which was wanted to fly B52 bombers to Vietnam.

No, they were not. The UK was the owner of the land. The UK is the one that forced them out. The UK is the one that paid the families they removed.

Outside of one military base, the US leases the rest from the Governments of the countries we have them in.
Governments deal with other Governments. The Governments of those countries answer to their populace, no the US.
