That is the system you want, not the system that exists. The system that exists is you need to be on the voter rolls. Basically, you need to be in the government databases. Having a fake piece of plastic/paper does nothing for you.

First off, different states have different laws. But in almost every state, if not every state, you need to be on some sort of database to vote. You cannot just have someone vouch for you. Maybe you are thinking that people can vouch for someone else being on the database... But that is not getting an illegal alien on the voter rolls.
