By comparison to other large Democrat run cities, yes. Compared to the US as a whole, no.

According to your chart, America in general has a murder rate of between 5.1 and 6.3. New York City has a murder rate of between 3.5 and 4.9. Which is to say NYC has a lower murder rate than the US in general.

Usually cities have higher murder rates, because people have more contact with others, and because murders are easier to detect. A lot of the people who go missing in rural areas are buried out in the woods. It is more difficult to hide a body, or to even commit a murder in secret, in NYC.

Having a lower murder rate is a big deal.
