There was manipulated intelligence on Iraq. The lack of WMD was proven conclusively. It was against what Bush and the PNACs wanted to do. So they lied and went in anyway.

Nah. The Bush admin cherrypicked the intel - they were focused on making a case to go to war. They didn't care about the case to avoid war.

The FBI says Hussein faked having WMD to scare off Iran who he had been at war with for 6 years. He felt the UN sanctions limited his abilities to make more deadly weapons and Iran was increasing their weapons making ability. So Hussein made it appear it had WMD to scare off Iran.
