Fucked up.

inner cities in red states or inner cities in blue states....or is "inner city" just typical disgusting neocon code for "black"? you disgusting racist stalker.

The fact that you would think he meant "black", only shows that you're a racist biggot.

I should take this opportunity to point out that Washington State has the highest literacy rate in the country and votes heavily Democratic.

Or match it up with states that actually have inner cities and see who comes out on top, since we're looking at state-wide sampling and not city-wide.

i think the issue is more about economics....hence why i said a match up with inner city public schools....i don't think state to state would work as some states simply have more money than other states....for example california, though california is considered liberal, there are many conservatives, but california will be skewed because many areas of california have $$....like my county, our public schools are ranked #1 in the state (i think) and our students constantly score at the top of even national rankings

i would be curious though to see a wider sample....

exactly....the creepy stalker who obsessively looked up every attorney in my town with what he thinks is my first name is a racist liar.....i went to an inner city middle school for 3 years.....and i know that those schools suck

his race card is maxed out and has been DECLINED!

California also has a LOT of poverty, inner city schools which are WAY under funded, and a bunch of immigrants who are lucky to make it to a classroom where they can understand the language being spoken.

It comes out in a wash over the all-white, all-American Oklahoma schools.

you live across the country from me so I don't know the local lingo where you are from but inner-city in the Bay Area and LA means lower income. Now the ethnic make-up of inner city kids tend to be hispanic and black but there are a small number of white and asians kids there as well.

From the full report....

According to Oklahoma's most powerful labor union, the Oklahoma Education Association, "Public education provides individuals with the skills to be involved, informed, and engaged in our representative democracy." Research, however, indicates that public education does not provide individuals with those skills. The National Assessment of Educational Progress (NAEP) administered a grade-level-appropriate civic knowledge exam to a nationally representative sample of 4th, 8th, and 12th graders in 2006. Only 25 percent of 4th graders, 24 percent of 8th graders, and 32 percent of 12th graders scored at the proficient level on the exam.

The percentage of students scoring "below basic" on civics was 27 percent, 30 percent, and 34 percent, respectively. In other words, at every grade level tested, there were more students failing the exam than demonstrating a solid mastery. Unfortunately, the NAEP does not provide state-by-state results for this exam.

The test was given across the country, and still the numbers are disgusting. This is the problem with teachers, not teaching about the basics, and passing kids along to the next grade. They have no accountability.

what does race have to do with this? why did you feel the need to bring up the "all white" aspect, which btw is incorrect, what value does it add to your claim....

i know CA has a lot of poverty, that is exactly why i said a state to state would not work

Fucked up.

Kind of speaks to the quality of our public schools. Yet many fight tooth and nail to prevent any changes or any competition in our schools. I would agree with you, that is fucked up.
