I think it would usually be racist, but it would depend on the circumstances. Its very rare that a absolute statement is always correct.
 
I think that the definition of a racist is a person who believes that one race is SUPERIOR to another. I don't see how a black person calling another black person an Uncle Tom expresses any belief as to the superiority of one race to another. It certainly is derogatory, much like calling someone a traitor or a coward is derogatory.... but not, strictly speaking, racist.... imho.

Evidently you're unaware then of the underlying resentment between some Blacks who have darker skin and some Blacks who have lighter skin.

You will also find that there is a lot of prejudice or racism, call what you will, between Africans and West Indians. We used to have a comedy TV show here called Desmonds that highlighted that fact on a regular basis.
 
There is a difference between something being racial and something being racist.

A black person calling another black person an Uncle Tom would be racial, not racist. The measure would be on the person because of his skin color (racial), however he is dogging the person not the race (not racist), and it isn't a sign he thinks black people are "better" than whites (also racist).

The belief that every statement about race must be racist is nonsense, and until we can speak on the topic without the constant fear all we are is a bunch of idiots ignoring the elephant in the room. If you have friends with different pigmentation then speak to them about this, ask the danged questions and stop being such an ignorant effing goob.
