It is not about being too stupid. In many cases, the time and cost of getting the proof to qualify for voting is prohibitive. Many people do not have transportation. Demanding ID will burden some people. I remember how much aggravation and driving I had to get a birth certificate a few years ago. The Certs were not in the computers. The hospitals had been merged and bought up.
In rural areas, they have long drives and limited hours in which to get background ID. The point is that those who would have difficulties are likely Democratic voters. That is what it is all about.

Consider the industrial revolution - human innovation freed up so much time, we stopped having large families to work the fields. a single wage earner could support a growing family. family sizes shrunk, and free time increased exponentially - and this happened with no rule changes or regulations. in a free market - people had time to barter with
