He has authority under the War Powers Act. Congress gave up their authority to declare war a long time ago.

No, they didn't. Congress still has power to declare war.

The War Powers Act requires the President to notify Congress within 48 hours of the action taken (Trump did just that).
It also limits action to 60-90 days (depending on the action) without specific approval by Congress. If the action does not require 60 days, Congress does not need to approve anything further.

I have said repeatedly that they should reassert control, but republicans and democrats alike enjoy keeping the war machine going but keeping their fingernails clean.
