The venue is where the trial occurs. Appeals are not the trial. They are appeals of the court rulings and verdicts. It seems you aren't partially educated when it comes to civics.

There was no change of venue request, just a request for moving the trial from state court, to federal court.

Change of venue is the transfer of a legal action from one county to another county for trial.
