Federal law defines change of venue and says nothing about counties.

If we accept your definition then there can never be a change of venue in Louisiana and Alaska since there are not counties in either of those states.
It would also be impossible to have a change of venue into Washington DC since it is not located in any county if we accept your definition. (Isn't that where the US Supreme Court is located at?)
