Exactly. They are small boats. Not ships. Israel certainly has a naval blockade going though not against AID. Against smuggling mostly.

No. Ships carry thousands upon thousands of tons of cargo. Even the bigger "small" boats maybe a few tons. There is also the problem of getting those supplies to those who need them. When they go through Israel and through the Kerom Shalom crossing the supplies are generally in shipping containers and such. They can easily distribute them where needed. Palestine itself does not have that luxury.
