We have destroyed many cartels since Nixon began the War on Drugs. That is why we do not have a drug problem in America.
 
I can understand droning someone in a foreign country, where arrest is impossible. This was killing a group of people on a body of water that the USA has near supremacy on. They could have been arrested, but trump decided not to.
