What would his parents be locked up for? Or, are you advocating a justice system like say N. Korea or China has were the crimes of one family member are the crimes of all family members and even possibly their neighbors.

I'm not the one claiming his parents could be charged, you are. You need to defend your claim, not tell me to figure out if it's correct or not. Right now, I'm guessing it's not and you are wrong. Prove your claim.

While that might be true, she wasn't knowingly facilitating a crime, therefore she's not complicit. At most, the parents might be libel for civil damages as Kyle is a minor. But they won't be libel for criminal offenses unless you can prove they knowingly aided and abetted Kyle in the acts he committed. It's going to be impossible to prove they knew before hand he would be involved in shootings. If he's tried as an adult, they are off the hook for civil claims too...
