Not true. But do try to prove it. For example, the Supreme Court shouldn't be able to make law based on a case before them. They can rule some law isn't Constitutional, but it is then up to Congress to fix that problem, not the courts.

It was NEVER Constitutional for the courts to intervene in the foreign affairs of the nation either, and it sure as hell isn't something some district judge at the lowest rung of the federal courts ladder can be doing.

You asked if the courts are the final arbiter when it comes to the law and that answer is yes, as per the Constitution.

Congress creates the laws, and the courts, as the FINAL arbiter determine if that law is applied correctly and is legal, as per the Constitution.

The Constitution is not suspended nor are US laws because Trump's Gestapo are giving marching orders. Judges absolutely have a role in ensuring they stick to the law and Constitution in carrying out their duties and stopping them and punishing them when they do not.'
