He is a Yale Law graduate. He is a lawyer and an experienced lobbyist. He was not pumping gas. He is also well-connected. That makes him a good candidate for a board job, which is what he was hired for. His function was lobbying.
Bush and Kerry graduated from Yale. A simple liberal arts degree in law doesn't impress me in the slightest. Bagman failed to register as a foreign lobbyist, something his business partners and others have been charged with by the very DOJ that hasn't charged him. He is qualified to pump gas. He isn't qualified to be a lawyer regardless of his degree. The US Navy dismissed him from service due to drug use. The state of Connecticut suspended his law license because of proven drug use. His family connections make him a good choice for a board, not his education, or prior background. His background makes him a good candidate for rejection out-of-hand. Who wants a drug addled loser on their board?
