I found several partial reprints of it. What the NYT's article is whining about is that the Trump administration is supposedly ignoring court orders from lowly placed federal judges who have often exceeded their jurisdiction. District judges have already been smacked down for gratuitously issuing nationwide injunctions.
Those judges, often frustrated at not being able to stop Trump because they disagree with him--often without any legal basis--are now seeking alternatives to the use of injunctions. This appears to be the threat of contempt rulings.
In the case of illegal aliens, Biden appointed judges--almost exclusively but not entirely--have started using habeas corpus rulings to stymie deportations. The illegals and their liars... err, lawyers, have caught onto this and are now flooding the court system with petitions to stay their deportation, even after having received a final order of deportation.
These same judges will allow almost any flimsy defense on the part of an illegal while holding the government to the highest standards of the law. This is something they never did with the Obama or Biden administrations that they politically favored.
These cases are almost entirely about politics, not upholding the law. In the end, it is likely that these district court judges will find higher courts tying their hands and stripping them of their power just as occurred in the case of issuing nationwide injunctions.
