I went with opportunity but it is not the right answer for me. I believe in creating opportunities. Which ones people choose or don't choose to take advantage of is up them. That one person has different opportunities than other doesn't matter as long as everyone willing and able have the chance at having at least a lower middle class life.

Private educational institutions are free to do as they like within the law. Parents/students are free to look elsewhere.

And I will agree with your distinction between Private and Government - funded institutions.

Should a Private institution that accepts ANY Government funding, have to adhere same guide lines of the Government institution; because I believe that they should, as in "In for a penny, in for a pound."!!
