Depends on whether there are enough municipal HOUSING INSPECTORS. Depends on whether the OWNERS can pay fines which cost less than fixing the properties. Depends on whether OWNERS threaten to move everyone out of their low cost housing, raze it, sell it and displace poor people that the 'municipality' has no space for. Depends on whether the owners say they will make repairs and then DON'T. Depends on whether the 'municipality' has the money to CHASE code 'violators' in the courts. And especially across state lines.

So many depends. So many depends that I haven't even thought of...

idiot.....apartment buildings can't cross state lines.......they are always there for the municipal government to inspect, regulate and tax.......if there aren't enough inspectors you can only blame the demmycunts who run the city for not hiring them.....
