The ones pulling the strings prefer to remain in hiding so that no one sees their faces. The answer is that I don't know, but I have my reasons for suspecting/speculating that the European Union is currently running our Executive Branch. You'll notice that every single thing that Trump did that was in the US' interests and against the EU's interests were reversed before everything else EXCEPT for the border wall construction which was shut down first as a symbolic gesture.

I notice that you didn't list your top three most egregious crimes that Trump committed. This is because you too are not aware of any crimes committed by Trump. You are simply riding the bandwagon, regurgitating exactly what you are supposed to say. And state and local justice departments? C'mon, you have to do better than that. NY state charged him. Georgia will. Wash. DC will. They are not answering to Biden, who has other things to do.
