First of all, if you read my posts, I've claimed that there's no scientific proof of free will so we can't be sure that it exists.
More to the point, however, if they don't have free will, neither do I have free will to decide whether or not to blame them.

The raping and pillaging part is just stupid. Free will has nothing to do with sanity. Sane people don't rape and pillage.
Insane people may, but if they do so because they're insane, they're not morally guilty.
They have to be humanely euthanized for society's expediency, and that's not punishment. That's merely civil order. Nature programs us to do that as a survival mechanism,
but the more intelligent among us know the difference between execution and euthanasia. Intelligence isn't a free will issue either.

FWIW, “science” hasn’t proved there’s any life in the Universe except on Earth. :)
