The Army is largely designed simply to hold territory. The Marines to take it, the Navy to support the offensives and to defend, capable of delivering munitions anywhere around the world within 15 minutes the Navy is one powerful force. The Air force, needing bases works with the Army when abroad to hold territory, but as defense at home.I would cut the army first. You really only need them to occupy foreign lands.
To be honest, the only branch that shouldn't be cut (given the absence of an active conflict) is The Marine Corps. In fact, it should be expanded, as it is your forward deployment force, and has the greatest degree of flexibility.
