I agree in the sense that federal Homeland Security funds are seen by state and local governments as a nice pot of money that they have to get a piece of regardless of whether there are any remotely possible terrorists targets in their given locale.

It existed before that, thanks to the War on Drugs, but it has definitely increased with HS.

But blaming federal money on overzealous local authorities in mousefart towns is ridiculous. The overzealous authorities do shit like this because they have the power to do it, not because they got some cool weapons courtesy of the federal government

The issue is not that they have toys to use but that they have the power to use them this way. I don't give a damn if it was the SWAT team in full assault gear or some T-shirt clad cops with handguns and shotguns, the issue is that they can bust into your home for specious reasons in the first place.

The feds also provide training to behave this way. I am not trying to argue that it would go away if fed dollars disappeared, but I think it would be a lot less and may not have spread without it.
