It depends upon the law of the country.

Should America hang its criminals? Well, if the law says yes, then its yes. However the dimension of morality and human responsibility might lead one to express ones own opinions. Nothing in any law says any country is bound to listen however.
We have the right not to allow the USA access to Assange.

I agree with Low, though. No country should be able to dictate law to another nation, even if that realm should be a shithole such as NK, Sudan, Burma, etc. The fact that no one outside of the US has access to our Constitution is part of what makes it so special. No 1st Amendment, then STFU!!
