Right you are. Dubya gaffes at a far higher rate than Phil, though I do admit that the quality of gaffe is remarkably similar. Still, Dubya, as an elected official, has a distinct gaffe disinecentive that the prince, as a royal boy-toy for life, hasn't.

Bush I and II are a far bigger diplomatic nightmare than Phil...

At least we can (and do) order Phil not to say anything on official engagements anymore....
