No is no legal pathway once you are in the USA illegally. He would have to leave the USA, and start applying outside the USA. That is a major displacement of his life.
2017 was under trump, not Obama.

I said his trouble likely STARTED under Obama. He was bounced to five different state detention centers before being bounced to Mexico in mid April 2017. Only guessing that process would have taken months.
In order to apply for most visas to stay in the USA, you must either already be in the USA legally, or be outside the USA. You cannot get a spousal visa unless you can either prove you are here legally, or be outside the USA. And spousal visas can take years to get. Any irregularity in the immigration status will add years onto that.
I have known many people who have spouses that they have not seen for years, because of immigration issues. Spousal immigration is no where near as easy as you think. I have a co-worker who just got married, but because his wife's brother overstayed his visa by a week, she is looking at a several year delay getting a visa to the USA.
You need intent to be a criminal. Some of these "illegal immigrants" came to the USA when they were too young to form intent.
That is just reality.
