If you were smarter you'd realize that AF1 is not an ordinary airliner. Remember after 9/11 when GW was flying around for days? The aircraft has air-to-air refueling and a communications suite for the CIC to use in case of nuclear war. It has anti-missile defenses. All of which would have to be retrofitted in the "grift" plane at a much higher cost than original built.

I would think the construction and maintenance of AF1 requires exhaustive security checks, security clearance and background checks on everyone who has access to the plane, and extensive planning and approvals on any engineering and security modifications proposed.
