Employers are already required to allow people to leave work for up to 3 hours to vote in my state. Yet we don't have 100% turnout. What gives?

Then don't vote. Has it occurred to you that lots of people have difficulty voting on Tuesday? It is a work day and many can not get off. That is the point after all. It would very likely increase voting and make it more representative of the people.

Yeah but the people that can't get off to go vote aren't likely to have the day off if it were a holiday is my point. I don't know why you think declaring a holiday suddenly makes businesses close.
