I happen to believe he did the right thing initially. He just screwed up, which is why the manslaughter charge was dropped yesterday. CNH is more appropriate, but I doubt he'll be convicted.He might have accidentally killed the POS, but there's no evidence that he intentionally "murdered" him.

He wasn't denied care....was he? He should have been in jail... Receiving therapy/treatment through the prison programs ... He obviously should not have been out in about in public...Getting the care he was denied.

Yes, Penny obviously erred in not releasing his hold sooner. But apparently he didn't realize Neely was in such a danger.
In such a case where someone was obviously acting to protect people from a violent actor, the state should not have been so overzealous in its prosecution.
They should have charged him with the lesser crime to begin with and gone for a sentence of probation.
Which they might have done if Neely had been white, or even more likely if Neely was white and Penny was black.
But because Neely was black and Penny is white, they had to go for the harshest prosecution possible to keep a mass temper tantrum from causing all the chaos and destruction we've seen on behalf of worthless street thugs in the past.
