The Russian emphasis has always been that they will defend pro-Russian Ukrainians- of which there are many in Ukraine . They see these people as having been disenfranchised by the US-led coup which toppled their elected pro-Russian president. At the point of him being elected , more Ukrainians must have been pro-Russian than not and so it's reasonable to believe that Russia does not view Ukraine as being a NATO-inclined country. It follows that they are not making ' war ' on their own people, rather they are removing the Neo-Nazis that they have identified as the oppressors of the pro-Russians.
