Lots of people, but I dont know that this is the fix, Congress should have approved it, and the contract should have gone out to bid.

Putting jobs out for bid doesn't seem to help costs when the government is involved. They have plenty of conditions in place for bidders to ensure the "right" people will always get the jobs. And they always pay retail plus.

In reality no bid jobs including the kickbacks you guys insist Trump is getting will save the taxpayers in the long run. There is simply that much fraud and abuse in the status quo. Builders will understand this.
