The states own the highways. So he has no authority.

Even if he has an authority, the courts will block him anyways.

seatbelt laws are passe now that there are airbags. since seatbelts affect no one but whoever does or does not use them, i never thought the state had the right to force anybody to wear one in the first place.

there is no doubt Congress can. i am not sure an executive order would work, but somehow trump got a lot of his dumbshit executive orders to work. Of course the government can pass laws forcing people to wear masks on public transportation, or in public, generally, or be subject to punishment. and by government, all government...during a pandemic, especially, FOR THE PUBLIC WELFARE....just like school districts can ban kids whose dumbass parents refuse to get them certain vaccinations from enrolling.
