Maybe the reasoning is. Too many of those damn pesky jobs around to get a welfare check. Kinda forces one to work.
The lesson bigots should learn, is if jobs are available, blacks will be happy to work. When a casino in Detroit opened up, blacks were in long long lines trying to get a job,. The ones who did not get one, knew whites were going to call them lazy .

Because unemployment rates only count people who are looking for work it's possible this number is a lie if more black people have stopped looking for work and are not being counted. However I've read nothing to support that nor does it make sense more people would stop looking this long into an expansion.
