The OP article states why. The US does the same thing: bio-research of dangerous viruses. Let's just hope our safety protocols are better than the Chinese.

Ancient history, because I’m ancient, but do you remember the accident in a lab that resulted in the personnel contacting smallpox. It’s scares me the deadly viruses that they still have to study.

I don't recall that off-hand, but I know the subject is controversial. Even so, how can scientists find cures for smallpox, Ebola and other diseases if they can't run experiments on them?
