The budget is about $6.9 trillion.
SS and Medicare makes up $2.3 trillion of that. Fraud there is less than 10% and in the case of SS less than 1%.
Interest on the debt is about $0.888 trillion. No fraud there so you can't reduce those payments without default.
Defense spending is about $0.9 trillion Trump actually wants to increase spending here.
Veterans Benefits are $0.346 trillion
Transportation is 0.144 trillion (Not just roads and bridges but also includes air safety.)
Federal Employee Retirement - $0.181

By just keeping these items in the budget, you might see $2.3 million in savings. But that means you would have no jails, no courts, no border agents, no federal law enforcement. no IRS, no Congressional or Presidential staff. Basically you would need to turn the US into a lawless wasteland which would only mean your deficits would increase since you have no one to collect taxes or enforce any laws.

We should remember that this savings only reduces the deficit, it does not actually free up real money. The only real gain monetarily we could get would be finding out who stole what money from what Federal funding source, seizing assets of equivalent value and giving them to holders of Federal obligations to retire the debt they hold. Then we would pay less interest, our ongoing expenses would be lower and we might be approaching neutrality. But, no, thinking you can double use money that no longer exists is a fake idea and nobody should try it.
