No. If you're in the top bracket, your taxes will be higher, so if each brackets taxes were reduced proportionally, the tax deduction in the 35% bracket may very well be 1%. The remark wasn't sarcastic.
But our welfare system is like... what, 70 billion a year? Not trivial, but still, to guarantee people don't starve, 1% of your budget seems like a reasonable amount to give, and not much compared to our other programs.
