Bush had 8 years to stop Al Qaeda and did not. More importantly, Bush had Al Qaeda cornered, and let them go.

Not quite sure there is any way to really stop Al Qaeda now. Maybe there never was, but after Bush let them go at the Battle of Tora Bora, there definitely was no obvious way to stop Al Qaeda.

Not really sure I would blame the Speaker of the House for terrorism, but you are wrong on your dates. The Republicans had control of the House in 1955, well after 1928. Does that mean they are to blame for Elvis being drafted?

Bush neutralized al-Qaeda. What he failed to do was kill or capture bin Laden in favor of pleasing his oil buddies by invading Iraq.

If I had been forced to join when there was no threat to me I wouldn’t be much use to the military. I don’t obey someone only because of their seniority . No doubt I’d be dishonorably discharged, which would have no effect on my career as a self employed person.
When I contracted with the army almost 3 decades ago , their supplies and labs were so inferior to my standards that I used my own money to get and use my own.
The OIC of the clinic I worked in was lazy, corrupt and the most incompetent oral surgeon I’ve ever been around.
After he got out he tried private practice and had to fold up his tent within 6 months. I wasn’t surprised.
I worked side by side with officers that didn’t have the competency of an avg. third year dental student. No exaggeration.

Al Qaeda still has not been "neutralized", so Bush did not "neutralize" it. Obama at least did kill Bin Laden, completing what Clinton tried to do. Bush did not even seem interested in doing that.
 
If you are still thinking that maybe Walt is trying when he proves to be almost never right then you should have your head examined.

It takes years to replace equipment, not a week. The Bush's first military budget started on October 1st, 2001. American forces were landing in Afghanistan on October 7th, 2001. So Bush would have had to have taken that funding, had companies bid on the contracts, do the research, design the equipment, build all the equipment, retrain all the military personnel to use and repair the equipment, all in a week...

Yes, I am leaving out steps in that, but it suffices to say that it is not possible.

A good example of how it goes is Clinton did the hard political fighting to get a wheeled Stryker force in the field. It was not deployed until 2002, a year after Clinton left office, because it took years to get past Gingrich.

I guess 40 years and one day is "over 40 years", but usually we would call that almost exactly 40 years.

The President has most of the power in counter terrorism. I hardly think it is fair to blame Tip O'Neill for Reagan trying to support Bin Laden. If you have a specific reason for blaming O'Neill, OK, but it certainly seems like you are just making a random allegation at this point.

You are profoundly out of date....the WOKE love the military now that they have captured it and can use it to hammer enemies of the Revolution and as well drive cultural change in the society. It is the same story with with the Deep State run intel agencies....the D's used to hate them but now they control them and find them enormously helpful in driving their agenda.
 
I recently heard VDH say that what we now call the WOKE were well on their way to capturing the military 15 years ago....this was a high priority target.
