Easy way to fix that.

Include in the order that the funds are being withheld because the sanctuary jurisdiction is specifically aiding and abetting a criminal activity (list these). Then issue the order to specifically include just one sanctuary locality each. That is make the order specific to each sanctuary location. That means they can only sue for their order, and to get ALL orders rescinded they'll have to work to get class action status. That ties them up longer and favors the feds being able to withhold funds longer regardless of outcome.

Let them take that to court and argue what they're doing doesn't violate federal law...

That's why trump needs to say we will enforce section 1324 title 8 which makes it a federal felony to encourage illegals to live here. They get no benefits or jobs or housing. They will leave.
