There are 26 states with Republican governors- 24 with Democrats.

If the governor can force the rules on absentee balloting, as Newsom did, the Republican governors can only allow it for the existing exceptions...military living out of state, those with health problems etc.

Governors can be coerced.

Courts can order mail-in ballots.
