In Pennsylvania, intentionally harming or killing a cat is a criminal offense, ranging from a misdemeanor of the first degree to a felony.
Libre's Law, enacted in 2017, increased penalties for animal abuse, including making the killing or maiming of an animal a felony on the first offense.
- Class 1 misdemeanor: Intentionally killing or harming an animal, or depriving it of necessary sustenance can result in a Class 1 misdemeanor, punishable by up to 120 days in jail.
- Class H felony: If the killing or harm is done maliciously (intentionally with malice or bad motive), it can be charged as a Class H felony, which carries a maximum penalty of 30 months in jail and 9 months of post-release supervision. Malicious actions include torturing, mutilating, maiming, cruelly beating, disfiguring, poisoning, or killing an animal.
