It's radiation from nearby stars (including our own Sun).

It doesn't indicate anything about the age of the Universe (if any).
Some religions think is somehow 'proves' the Theory of the Big Bang, which is just a religion.

A mutually exclusive theory is the Theory of the Continuum, also a religion, which states the Universe has no beginning and no end. It has always existed, and always will.
