The most prominent source highlighting higher immigrant welfare participation is the Center for Immigration Studies (CIS), using the Census Bureau’s 2024 Survey of Income and Program Participation (SIPP). Their latest report finds:
  • 52.7% of households headed by immigrants (foreign-born, including legal residents, and undocumented) used at least one major means-tested welfare program.
  • 37.3% of U.S.-born households did so.
