Our Constitution was written to maximize the autonomy and likely success
of the individual white male property holder.

That's the core foundation.
Any amendments can only take us so far from that.

And if we tried to start over, we wouldn't ever again agree on the same constitution.

Crime is higher in urban areas because there are more people in urban areas.

Criminals choose cities to commit crimes in them because commiting crimes is easier in cities.

These facts occur irrespective of who is in office.

Seems the trend is the more urbanized a state is, the higher the crime rate is. The exception to that appears to be states with a high percentage of Native Americans, like New Mexico.
