That's political spin and nothing more.

Instead, for example, of catch and release, it's now simply release. Unaccompanied minors are automatically admitted. Anyone seeking asylum is given entry and a hearing. For those already here there is a clear 5 year path to citizenship. Border shutdowns are at the discretion of the secretary of homeland security and president only after passing 5,000 per day not including unaccompanied minors.
