The government has no expertise in doing any of that. Seriously. In this thing Obama is doing the right thing. BP has to do what they are expert at here, then they need to clean it up and pay for the mess.

What Obama can do is to get something passed that ends the limitation on damages at $75,000,000 and to ensure that any new rigs have the correct safety equipment installed rather than giving them awards for safety.

You can direct it with double-layered V shaped design in the booms.

Like that, the shore would be at the top. This directs the vast majority of oil into spots that are under your control and easier to clean up. Instead the state and the military are putting one boom across in a line and it is worthless.

In this configuration, there is some wash over, but the majority of oil collects at the points of the second boom line which you would attach at the shore line in places where you have more control over the cleanup...

Listen Junior, I was an oil spill logistics coordinator for years and have laid boom. It's not engineers doing that at all. Actually our local fisherman can probably do the best job of laying the boom to protect the most sensitive marsh areas.
