'Quota' first appeared in the English lexicon around the 1600's, stemming from the Latin word 'quota'. It means 'assigned proportion'. Used with armies to assign resources to each soldier or unit, but can be used to refer to any such assignment.

'Target' first appeared in the English lexicon around the 1200's. stemming from 'targe' (Old English) or 'light shield'. It refers to a round object to shoot arrows at. It's meaning over the years has been to refer to that which an observation is aimed, like an arrow aimed at a target.

Marketing is full of buzzwords. A common one is using 'target' as 'quota', as if they were synonyms. The meaning is close, but not the same.
