And yet there was no evidence of him being a gang member. There appears to have been a gang member in prison, with a similar name, but this guy has no evidence against him.

Further, Garcia was identified by a government informant as a gang member and this was further verified by tattoos.

The administrative error was in sending him to CECOT rather than to El Salvador in general.
