He also had a standing order of deportation issued by an immigration court dated 10 October 2019 against him. That means he was removable to be deported to El Salvador, his country of origin, at any time.
Further, Garcia was identified by a government informant as a gang member and this was further verified by tattoos.
The administrative error was in sending him to CECOT rather than to El Salvador in general.
