One resource that having lots of children does use up is education. Having fewer children allows parents and society to invest greater amounts of resources in the children they have. This creates a richer, more educated society. It is no accident that China really started growing a generation after their One Child Policy... Well, Europe, South Korea, Japan, etc. were able to reduce the number of children they had without totalitarianism. When parents know their children will grow up healthy, and when parents know that they will have to pay a lot to support those children, they have less children.
