They can try to justify what they did by claiming it's "watered down" and all that - but it made significant concessions to conservative priorities, and here's the kicker: IT WOULD HAVE IMPROVED THE SITUATION AT THE BORDER.

And Trump didn't want to do that. That would hurt his campaign.
