Police bring the matter to the attention of prosecutors, who then present it to a grand jury to determine "true bill" status to go forward with a trial.

What sort of world do you envision? If the police show up to the scene and find a woman dead on the ground and her husband holding a smoking gun, is this your ideal world?:

Police: What happened?
Husband: Oh, my gun went off by accident.
Police: Really? Oh dear, we're so sorry to hear that. Well, there's nothing more for us to do here then. Have a nice day sir.

We could start by
1. Holding them to a higher standard.
2. Prosecuting and punishing their bad behavior.
3. Removing the IQ limitation rule, so that they would have a better chance of knowing right from wrong.
4. Much more intensive training.
5. Removing badge blowers like you from society.

Bad cops are bad cops regardless of anything else. They hold the power of life and death in their hands, they are in a better position to hide their crimes than most criminals.

A cop shot a kid in the back of his head (in self defence) less than a mile from my house and was found justified. I am sorry but the system is broken right now,

You say you are a conservative; if government is too big right now, and police are an arm of government, and police are at the largest and strongest that they have ever been,
then how could there not be too much police power?
