So this became law after Powell and Clinton. You can’t be charged retroactively. It would apply to the Trump administration, but no one seems to care about their abuses.

There were other regulations in place that banned the use of personal computers for classified at the time. I just didn't feel like spending my day wading through them all. It is now water under the bridge and NSA says her server wasn't hacked. What bothers me is John Q Public does not realize how our security can be affected when the bad guys can see our secrets. But then I spent a good portion of my life having that drilled into me.
