They don't allow people to just walk in off the street, fill out a ballot and leave.

Whether they are required to present a photo ID or not, they still have to check in at the polling location, which involves the signing of their name next to their printed name on a list of registered voters in the precinct in which they are attempting to cast a vote.

At any point afterward, officials can verify the legitimacy of any one or all the names on the list.

It sounds to me like you're just intentionally babbling nonsense, but for what reason, I'm not sure.
